The Finnish Institute of International Affairs and The Finnish Committee
for European Security (STETE) have the pleasure of inviting you to a
seminar:

KAZAKHSTAN'S SCORECARD
- DID KAZAKHSTAN'S CHAIRMANSHIP STRENGTHEN OR WEAKEN THE OSCE?

Tuesday 10 May 2011, 09:30-11:30
The Finnish Institute of International Affairs,
Kruunuvuorenkatu 4, 2nd Floor, Helsinki

Kazakhstan was the first Asian, post-Soviet and non-democratic country
to serve as chairman of the OSCE. This seminar evaluates the
achievements and failures of the Kazakh chairmanship in 2010. On the one
hand, Kazakhstan managed to organise an OSCE summit for the first time
in 11 years. One the other hand, participation of NGOs in summit-related
events was restricted, and local human rights activists continued to be
harassed. Did Kazakhstan's chairmanship strengthen the OSCE or make it
weaker as an organization?

Opening remarks: STETE´s chai, MP, Krista Kiuru

Speakers:

Dr. Kimmo Kiljunen, Special Representative of the chairman of OSCE PA
for Central Asia
Mr. Timo Kantola, Ambassador, Finland's Permanent Representative to the OSCE
Mr. Olof Kleberg, journalist, Swedish OSCE Network

Chair: Dr. Sinikukka Saari, researcher, The Finnish Institute of
International Affairs

Coffee will be served before the seminar, starting at 09.00. Please
confirm your participation at the latest on Monday 9 May 2011 through
