– current 
challenges and opportunities”

The Ius Gentium Association and Amnesty International warmly welcome you 
to a discussion 
with Ms Julia Hall, Amnesty International’s Expert on Counter-Terrorism 
and Human Rights 
in Europe, on the topic of human rights violations in the “war on terror”. 
Ms Hall will 
speak about current investigations into the CIA program on secret 
detention and 
extraordinary rendition focusing in particular on CIA activities in Europe 
and the recent 
findings on Finland.

Julia Hall serves as Amnesty International’s advisor on counter-terrorism 
and human 
rights in Europe to staff across the movement in the context of the global 
“Security with Human Rights.” Her primary focus is on accountability for 
past violations 
related to post 9/11 counter-terrorism operations, including renditions, 
detention, and torture and ill-treatment and on continuing violations in 
Previously Ms Hall worked as Senior Legal  Counsel at Human Rights Watch 
in the Terrorism 
and Counterterrorism Program.

Ms Hall has advised on cases before the European Court of Human Rights, UN 
Treaty Bodies, 
UK House of Lords, US Federal Courts, and the Supreme Court of Canada and 
given expert 
testimony before the European Parliament, the Council of Europe and the 
Canadian Senate.  
She served as a trial monitor at Guantanamo Bay for military commission 
proceedings in 
the case of Salim Hamdan, Osama bin Laden’s former driver in July 2008.

Ms Hall is a member of the International Bar Association Task Force on 
Terrorism and 
co-edited the book Terrorism and International Law: Accountability, 
Remedies, and Reform 
(February 2011). She has researched and authored numerous human rights 
reports for 
Amnesty International and Human Rights Watch.
